This utility gets installed alongside other RedGiant products. It contains three tabs: the Products tab that scans what is currently installed on your Mac and checks for updates, the Account tab that displays what was bought via Red Giant using and the Universe tab that provides the option to install, reinstall, uninstall, or update the Universe set of plugins.
